The House of Representatives’ Public Accounts Committee (PAC) has ordered the Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPC Ltd), Bayo Ojulari, to appear before the committee on Monday, December 15, 2025, to provide documents and explanations related to audit queries for the 2021 financial year.
The directive came after the committee expressed frustration over repeated failures by NNPC to honor earlier invitations and submit the requested information. PAC Chairman Bamidele Salam emphasized that the committee’s patience is running thin, insisting that all agencies under its oversight must comply with parliamentary scrutiny.
Ojulari had earlier cited a pressing engagement at the Presidential Villa for his absence, an explanation the committee described as dismissive and obstructive to the audit process. Following intervention by the NNPC’s National Assembly Liaison Officer, Umar Faruk, PAC agreed to grant the company one more opportunity to respond.
The audit queries focus on alleged payments to contractors for abandoned projects, unauthorized disbursements by the Chief Finance Officer, and failure to deduct statutory taxes. The committee’s oversight extends to reviewing the financial conduct of all government agencies, ensuring proper use of public funds, compliance with procurement regulations, and timely remittance of revenues to the Federation Account.
PAC has a history of uncovering financial discrepancies in the petroleum sector, including unaccounted cash calls, irregular subsidy claims, and missing documentation for crude oil sales. This latest summons aligns with the committee’s ongoing efforts to enforce accountability and ensure that all flagged irregularities are addressed.
Chairman Salam reiterated that no organization, irrespective of its size or strategic significance, is exempt from parliamentary oversight and that compliance with audit directives is mandatory under Nigerian law.
