NCDMB Launches New Certification System to Enforce Local Content Compliance

The Nigerian Content Development and Monitoring Board (NCDMB) has introduced a new compliance certification process aimed at strengthening local content enforcement and promoting transparency in Nigeria’s oil and gas industry.

Unveiled at a two-day workshop in Lagos, the Nigerian Content Compliance Certificate (NCCC) will serve as proof that oil companies are meeting the required local content standards before undertaking projects. According to the Board, the new system provides a clear framework for evaluating compliance and will enhance regulatory oversight.

Representing the Executive Secretary, Felix Omatsola, the Board’s finance and personnel head, Mubarak Zubair, emphasized that the initiative is part of a larger effort to increase indigenous participation and expand access to financial support in the sector.

As part of the reforms, the NCDMB also upgraded its payment portal for the Nigerian Content Development Fund (NCDF), making it easier for companies to remit funds and track compliance in real time.

The Board further introduced a revised Community Contractors Finance Scheme developed with FCMB, aimed at removing funding barriers for contractors in host communities and boosting local project execution.

Additionally, the NCDMB highlighted progress on the $400 million Nigerian Content Intervention Fund, which has supported over 130 local firms so far. Plans are ongoing to expand access to more indigenous businesses.

The sensitization event brought together over 200 participants from key oil-producing areas, offering an opportunity for direct engagement and technical clarity on the Board’s new initiatives.
