NIMASA Closes Two Lagos Terminals Over Security Violations

The Nigerian Maritime Administration and Safety Agency (NIMASA) has shut down ShellPlux and TMDK fuel-loading terminals in Lagos for failing to comply with international port security standards.

Both terminals, located in the Ijegun-Egba area, were found to be in breach of the International Ship and Port Facility Security (ISPS) Code—a global framework aimed at ensuring the safety of ports involved in international trade.

NIMASA’s spokesperson, Osagie Edward, said the agency took action after repeated warnings were ignored. The closure, he explained, is in line with the 2014 ISPS Code Implementation Regulations, which allow for the suspension of any terminal that remains non-compliant for over three months.

Dr. Dayo Mobereola, NIMASA’s Director-General, noted that the decision was not made lightly. He emphasized that while the agency supports trade and business operations, safety and security cannot be compromised. He added that Nigeria is currently working with the United States Coast Guard to improve its global maritime standing and cannot afford setbacks caused by security breaches.

Mobereola assured that the affected terminals would be reopened once they meet all necessary requirements. He also highlighted the federal government’s ongoing efforts, through the Ministry of Marine and Blue Economy, to promote safe and efficient trade in the maritime sector.
