South Africa’s Minister of Mineral and Petroleum Resources, Gwede Mantashe, has confirmed increases in fuel prices, effective from Wednesday, December 3, 2025. The adjustments reflect both international and local market conditions, including crude oil prices, refined product costs, currency fluctuations, and regulatory mechanisms.

The average Brent crude oil price slightly declined from $64.14 to $63.54 per barrel during the review period, influenced by OPEC+ and non-OPEC production increases amid slower global demand. However, international petroleum product prices rose due to refinery outages and seasonal inventory adjustments in the Northern Hemisphere, leading to higher basic fuel price contributions.

The South African Rand strengthened slightly against the U.S. Dollar, moderating the overall impact on fuel costs. Meanwhile, the slate levy remains at zero following a positive cumulative balance of R4.36 billion, and industry margins were adjusted upwards by a few cents per litre.

The new fuel price adjustments are as follows:

Petrol 93 (ULP & LRP): +29 cents per litre

Petrol 95 (ULP & LRP): +29 cents per litre

Diesel (0.05% sulphur): +65.48 cents per litre

Diesel (0.005% sulphur): +82.48 cents per litre

Illuminating paraffin (wholesale): +74.48 cents per litre

Maximum retail price for IP: +99 cents per litre

LPG: +24 cents per kilogram (coastal areas) and +9 cents per kilogram (Western Cape)

The Department of Mineral and Petroleum Resources will publish a detailed fuel price schedule for all zones on December 2, 2025.
